Personal experience

After living here for some time, I would personally recommend taking a city tour with either Vista, Marlin, or Ole Tours. Some of their tours are done on open air, British style trolley busses. Fun! The drivers are properly licensed tour guides with an excellent command of English, and the groups I have seen always appear to be having a great time. I am sure many of the taxi and pulmonia drivers are very knowledgeable, however being a licensed tour guide is not a requirement of joining the taxi or pulmonia unions. The certified guides must study hard and pass rigorous tests on history etc, in order to gain their credential. You also know that you are going to pay a standard price for the tour. Last time I checked, it was very reasonably priced.
