Most charter fishing boats in Mazatlan know where the fish are, and are fairly modern, and know how to catch the fish. The tackle is usually pretty good. I have taken grandkids out on various charters and had good success with some and none with a couple others. Stay away from the guys trying to sell fishing trips on the beach. My son-in-law and I went on a timeshare presentation for a fishing trip deal and it was a nightmare. He called the boat we went out on "the minnow," and needless to say, we were skunked. To all my friends, I recommend Viking fleet, which has an office on Camaron Sabalo–across from Subway, and their boats go out of El Cid. Boats are modern, good skippers, and are fast in and out to where the fish are. Some have had luck snorkeling. I've tried it twice and the water was just too murkey both times I tried. Others may be able to tell you of a good spot. There are a couple of places to rent snorkeling equipment–most notably El Cid.
