The only place I know of where a foreign resident might have dealings with IMSS (Mexican Social Security) is if they have an FM3 and purchase the IMSS Medical Insurance (See FM3 - General Information). Since I have not done this I really can't give any real information except that you must have the FM3. There are many foreign residents who have purchased this coverage, so hopefully, one of them will post more detailed information.
